Job Title: Financial Consultant
Reports To: Treasurer (Kathy Deere)
Type of Position: Full Time (Hourly)
GENERAL DESCRIPTION:
Assist Tribal Treasurer in management support. Such as planning, developing, organizing, implementing, directing and evaluating the Tribe’s fiscal performance. Including long range financial planning, managing budget process, analysis of budgets, and financial reporting.
RESPONSIBILITIES :
- Assist the Tribal Treasurer to create, coordinate and evaluate the financial programs and supporting information system of the tribe to include budgeting, tax planning, real estate and conservation of assets.
- Analyze accounting department reports on regular basis, which will assist the Treasurer in evaluating Tribe’s financial position and ensure the Tribe can meet financial obligations on weekly/monthly basis. Assist in analyzing cash flow, cost controls and expenses to guide and inform Treasurer and Executive Committee members and identify potential weak areas.
- Treasurer is responsible for investment activities of the Tribe, will assist in evaluating money market accounts, interest bearing accounts, stock market investing, controlling ownership in other companies, bonds and other investment vehicles. Assist in design, plans and implement the investment strategy.
- Meet and greet visiting officials, personnel and visitors to the Treasurer’s Department.
- Assist in establishing and maintaining appropriate internal control safeguards.
- Provide consultative support in planning initiatives through financial and management information analyses, reports, and recommendations.
- Assist in the implementation of strategic business and/or operational plans, projects, programs and systems.
- Assist in establishing and implementing short and long range departmental goals, objectives, polices and operating procedures.
- Assist in establishing financial management of Li Si Wi Nwi Health, Inc, gaming and other economic development projects to include developing financial and budget policies and procedures and controls to protect Tribe’s assets.
- Prepare and maintain calendar of scheduled events and activities for the Treasurer. Prepare newsletter and assemble packets for General Council.
- Attend or coordinate meetings with Treasurer, if requested, and coordinates workshops or training seminars for staff or Executive Committee members.
- Performs other special projects and duties at the direction and request of the Treasurer.
- Attend training if necessary.
- Confidentiality is a must.
- ADDITIONAL RESPONSIBILITIES: May from time to time, as requested by Treasurer, represent the Treasurer externally to media, governmental agencies, funding agencies, the general public and the elected Executive Committee member of the Tribe.
EDUCATION REQUIREMENTS AND QUALIFICATIONS:
- High School diploma or equivalent with some college or technical school coursework preferred and minimum of (2) years of job-related experience.
Desired Qualifications:
- Experience in strategic planning and execution. Knowledge of government contracting, negotiating and change management. Knowledge of finance, accounting, budgeting and cost control principles. Knowledge of federal and state financial regulations and how these laws impact and affect sovereign nations.
- Work requires professional written and verbal communication and interpersonal skills. Ability to motivate staff to perform and produce work within set time frames and abilities to simultaneously manage several projects. Ability to participate in and facilitate group meetings. Ability to work with and interact with a wide range of professional and political individuals and entities.
- Work requires a working knowledge of federal grants, BIA and HIS serf Governance Contracts, State Compacts, federal laws, codes and regulations pertaining to sovereign nations.
- Must have excellent verbal and written communication skills plus must be very knowledgeable with English grammar, spelling and punctuation.
- Must have excellent skills in typing, computers, some spreadsheet and word processing software programs, and other typical office machinery.
- Must work with minimal supervision and maintain professional rapport with general public.
- Must be able to pass a background check.
