General Description

The purpose of this position is to provide expertise in Local Area Networking (LAN) services for the Absentee Shawnee Tribal Health System. The position provides oversight of the Health IT Department and supports the implementation of new technologies, including field installations, system upgrades, and technology improvement initiatives.
The incumbent is responsible for management functions and must possess comprehensive knowledge of all areas of the Health IT Department to ensure effective day-to-day operations. This position requires expertise across multiple complex technical and operational areas. The incumbent must be able to apply this knowledge effectively and as needed to support the Tribe, resolve technical and operational challenges, and successfully fulfill the responsibilities of the position.

Responsibilities & Duties

  • Assist computer systems administrators in the resolution of Local Area Networking problems.
  • Direct operations in executing production tasks according to a documented schedule that meets or exceeds department expectations
  • Research, test, evaluate and recommend voice and data telecommunications hardware and software and telecommunications systems and products: Identifies areas of operation which need upgraded equipment such as modem, routers hubs, bridges, fiber optic cables and data cabling.
  • Keep abreast of current and ongoing data communications technology in order to provide state-of-the-art operations requirements for the Tribal Health System.
  • Produce detailed timelines for each application release and implement effective project controls by monitoring the progress of software updates and installations and reporting status to appropriate AST Health System leadership as needed.
  • Test and evaluate hardware and software to determine efficiency, reliability and compatibility with existing systems using equipment such as computer terminal, desktop computers, modem testing software and network analyzers. 
  • Analyze test data and recommends hardware of software for purchase. 
  • Develop and write procedures for installation, use, selection, solving problems of telecommunications hardware and software, and recommending Information Technology purchases.
  • Monitor system performance.
  • Oversee or assist in the installation of computer hardware and may perform minor equipment repairs.
  • Develop standardized procedures for system purchases, services, security, disaster recovery, and related areas to ensure all organizational data and communication systems and software are properly protected.
  • Perform operational risk assessments and implement mitigation solutions.
  • Manage budgets for installing and upgrading hardware and software systems.
  • Perform negotiation and administration of service agreements and contracts with vendors.
  • Coordinate with Department Heads on upgrading/purchasing new software to ensure system requirements.
  • Evaluate vendor proposals to determine application, infrastructure, budget, and resource requirements for the proposed project.
  • Participate in developing and presenting proposals for system enhancements and contingency plans to meet organizational needs and priorities.
  • Manage and evaluate IT department employees to identify the needs for technical and professional growth.
  • Responsible for day-to-day system operation.
  • Perform other related duties as assigned.

Education Requirements and Qualifications

Education and Qualifications
  • Bachelor’s Degree in Computer Science preferred or substitution of 2 years’ experience in non-related IT field. 
  • Associates Degree with 2 years’ experience in IT field or High School Diploma with 4 years’ experience in IT field.
  • Knowledge of Linux, Exchange, and Windows Office is required.
  • Knowledge of current and practices and techniques in the provision of Local Area Networks.
  • Knowledge of on-line real-time and automated network management tools and applications.

  • The ability to work and communicate well with others.
  • The ability to operate in server administration environment.
  • Ability to supervise a department of multiple employees at remote sites.
  • The ability to assume or delegate ordering and purchasing responsibilities and processes within the Absentee Shawnee Tribal Health System.
  • Ability to travel or work afterhours on weekends as needed.

  • Must be able to respond effectively to oral and written directives.

  • Ability to maintain a confident and professional demeanor.
  • Must have a valid Oklahoma Driver’s License.
  • Must be able to pass a background check and drug test.
Physical Requirements and Working Conditions
  • Must be able to sit, stand, stoop, bend or kneel for long periods of time.
  • Sitting or standing or walking for long period of time; occasional bending, squatting, kneeling, stooping; good finger dexterity and feeling; frequent repetitive motions; talking hearing and visual acuity

  • Constant contact with families, patients, visitors and working in areas throughout the office. This position is subject to frequent interruptions, pressure from multiple/emergency calls and hostile or emotionally upset patient, family members, personnel and visitors. This position may work some evenings/weekends/holidays or other shifts as necessary.
