General Description
The purpose of this position is to serve all of the AST Health System. The AST Health System is an ambulatory health system that currently serves patients with Insurance (Indian and Non-Indian), Absentee Shawnee Tribal Citizens, and Absentee Shawnee Tribal employees and other Native Americans.
The Quality Services Director/Quality Assurance Program is responsible for leading and managing the development, implementation, maintenance, and evaluation of quality systems and processes throughout the AST Health System. The ideal candidate ensures that the company meets quality standards set by regulatory and customer requirements. This position is also responsible for ensuring that quality practices are in compliance with applicable standards, regulations, and procedures.
The Quality Services Director/Infection Control Program is responsible for the development, direction, implementation, management, and operation of the infection prevention in the healthcare center. Direct development, implementation and management of the Infection Prevention and Control programs. The healthcare center Infection Preventionist conducts ongoing staff development, training, surveys and quality assurance performance improvement monitoring to ensure adherence with the organizational standards, CLIA, OSHA; CMS CoPs; OSDH; I.H.S., AAAHC, APIC, Quality Assurance, Employee Health Standards, and Infection Control Measures. Assist Administration and Director Heads with planning, developing, organizing, implementing, and evaluating the Infection Prevention and Control Programs, in accordance with current rules, regulations, and guidelines as well as the AST Health Board that govern the AST Health System.
Responsibilities & Duties
Perform follow-up evaluations of data and organizational performance to ensure consistent improvement.
Develop and prepare evidence based policies and protocols in accordance with regulatory, government, accrediting/licensing agency requirements and recommendations of relevant professional organizations.
Document internal regulatory processes.
Ensure regulatory rules are communicated through corporate policies and procedures.
Assist with the maintenance, management and organization of the policy and procedure documentation.
Ensure that investigator, vendor, facility and system audits are conducted; coordinated and collaborations with compliance are vital for successful internal auditing program.
Communicate any critical compliance risks noted from these activities to senior management.
Assume a lead role for the preparation, conduct, and responses to regulatory agency requests for information and/or clinical inspection. Liaisons with legal and compliance where and when necessary.
Keep leadership apprised of all events/notifications.
Provide leadership and strategy in line with health system’s strategic objectives, goals, vision and values.
Perform other related duties as assigned.
Quality Services Director/Quality Assurance Program
Ensure that all processes are in place and contributing to the performance of high-quality clinical outcomes for the ASTHS patients.
Troubleshoot clinical improvement activities once reported deficient or revealed by patient complaint.
Manage and maintain databases for the quality system.
Prepare and assist with monthly, quarterly, and annual quality trending reports.
Report the status of the quality levels of staff, systems and production activities.
Preside over improvement programs.
Develop and direct total quality improvement projects. Audits the system’s clinical programs and policies to ensure that physician, patient and customer needs are effectively addressed.
Evaluate quality events, incidents, queries, and complaints.
Keep up to date with all related quality legislation and compliance issues.
Work with the organization’s leadership and staff to create policies and procedures that evidence-based practice and quality care and minimize harm to the patient.
Train and educate the organization’s staff to promote clinical quality practices throughout the health system; assures congruency with all applicable federal and state laws and regulations.
Responsible for conducting Quality Committee meetings, as well as, the documentation of minutes for all Quality Committee and Process Improvement meetings.
Oversee the organization’s reporting of patient care benchmarks and measurements to federal and state authorities.
Quality Services Director/Infection Control Program
Responsible for ensuring appropriate intervention and education occurs with staff, volunteers and medical staff regarding healthcare infection trends, outbreaks or non-compliance to infection control policies.
Partner with the Medical Director to develop, implement and evaluate annual infection prevention goals and action plan.
Conduct a facility infection prevention and control risk assessment annually and whenever risks significantly change.
Develop a plan for infection surveillance, prevention, and control activities based on the facility risk assessment.
Oversee the operations of the infections prevention, epidemiology, industrial hygiene, and relevant safety programs.
Accountable for surveillance of healthcare acquired and community acquired infections.
Responsible for ensuring appropriate intervention and education occurs with staff, volunteers and medical staff when healthcare infection trends, outbreaks or non-compliance to infection control/OSHA are identified.
Monitor infectious disease and epidemiologically significant organisms occurring in the community.
Manage goal setting process for system, unit and physician goals related to healthcare acquired infections and conditions,
Lead industrial hygiene program to anticipate, recognize, evaluate, mitigate, and control workplace conditions.
Ensure that education and counseling on infection prevention is available for staff, volunteers, medical staff, patients and parents.
Education Requirements and Qualifications
Education and Qualifications
Bachelor’s degree or equivalent in health sciences or related field; Master’s degree preferred.
Must be a currently licensed Registered Nurse (RN) with the State of Oklahoma.
Industry related/recognized certification in clinical quality, infection control, and/or employee health preferred.
Must maintain active membership in related professional organizations for currency in programs.
Three years of healthcare quality and/or clinical quality risk management experience preferred.
Knowledge of accrediting and regulatory agencies in regards to patient quality of care and patient rights.
Demonstrated awareness and value of cultural competence.
Specialty training in Infection Prevention and Control through accredited continuing education within the first 6 months on the job.
Knowledge, Skills and Abilities
Must be reliable, detailed oriented, capable of multi-tasking with excellent written and verbal communication skills as well as strong professional customer-service interpersonal skills.
Ability to communicate effectively orally and in writing; ability to relate well with co-workers and the general public.
High degree of independence, flexibility, initiative and commitment.
Must be solution oriented and work well in a team environment.
Ability to adjust to changing conditions.
Must be proficient with computer applications (Windows operating systems – Microsoft Word, Excel).
Must have a valid Oklahoma Driver’s License.
Must be able to pass a background check and drug test.
Physical Requirements and Working Conditions
Must be able to sit, stand, stoop, bend or kneel for long periods of time.
Prolonged sitting, standing, or walking; occasional bending, squatting, kneeling, and stooping; good finger dexterity and sensory perception; frequent repetitive motions; as well as talking, hearing, and visual acuity are required.
